Resources for Assisters

Application
Guidance on how to apply as a CAC can be found on the marketplace.CMS.gov website. Access the application to become a CAC organization directly.

Standard Operating Procedure Checklist
Developed by the Iowa PCA, this is a checklist to make sure CHCs are following the guidelines in the Standard Operating Procedure (SOP) for CACs.

Inreach Tracking Tool
Tool developed by Primary Health Care, Inc. and modified by PCA staff to help CACs track outreach and enrollment efforts. Includes examples of how to track different scenarios in the document.

Robert Wood Johnson Foundation Resource for Navigators
Resource guide that helps navigators (or all assisters) answer questions about insurance reforms. Includes information on individuals with no coverage, individuals who currently have coverage or an offer of coverage from their employers, and coverage for small business owners.

HRSA Outreach and Enrollment Technical Assistance
Resources provided by HRSA and BPHC (Bureau of Primary Health Care). Includes information about Technical Assistance (TA) calls, quarterly reports, recordings of previous calls etc.

Enroll America
Non-profit group whose mission to "maximize the number of uninsured Americans who enroll in health coverage made available by the Affordable Care Act." Collaborative organizations of health coverage stakeholders that provides enrollment resources.

Key Lessons for Outreach and Enrollment Under Health Reform
Kaiser Family Foundation news brief that examines the ACA and gives five key lessons for outreach and enrollment efforts. Information is based off of reviewing existing research on previous outreach and enrollment experiences in the Medicaid and Children's Health Insurance Program (CHIP).
