County Jail Open Enrollment Period: June 1 at 8:00 a.m. – June 12 at 5:00 p.m.
This page provides information about the open enrollment process for Iowa county jails related to behavioral health services for state fiscal year 2027 (July 1, 2026, through June 30, 2027). The Iowa Primary Care Association (Iowa PCA), in partnership with the Iowa Department of Health and Human Services (Iowa HHS), is using this process to allow counties to request a change to their current behavioral health services provider for the upcoming fiscal year while longer-term service planning continues.
Counties should complete the open enrollment form only if they wish to change providers or use a provider other than their current provider. If no form is submitted, the county’s current provider will remain in place for SFY 2027. Please review the FAQ for additional details before submitting the form.

The form may only be submitted by a County Sheriff, Deputy Sheriff or Jail Administrator, and only one submission will be accepted per county.

Provider selection will remain in effect for the full state fiscal year, although changes may be allowed through the Iowa PCA grievance and review process if needed.

Those services may continue, and allowable services may still be invoiced to Iowa PCA as they were during the past year, but please note that in the open enrollment form where appropriate.
