Updates for Providers & Partners
Contracts that have been executed with the regions remain in place through June 30, 2025, so providers and partners can continue to support the current system. The regions are available to answer questions about contracts in place through June 30, 2025.
The contract distribution, discussion, and execution is currently in process.

Provider & Partner Toolkit
Iowa HHS and the Iowa PCA have developed a Provider & Partner Toolkit to help educate providers and partners about changes to the Behavioral Health Statewide System starting July 1, 2025. Additional materials and trainings will be added in the coming weeks.
Resources include: Behavioral Health Service System Overview, Provider Payments, Behavioral Health Roles and Responsibilities, and Community Based Organizations Guidance.
Contracts
The Iowa PCA has started the process of issuing contracts, with over 100 providers and partners for access and sustainability of services that are not reimbursable through a fee schedule in Iowa’s Behavioral Health Service System.
Contracting Next Steps
We have engaged legal counsel to assist in the preparation of contracts. For those providers receiving a contract from the Iowa PCA, your organization will receive the final document for your signature via email.

Community Based Organizations - Contract Guidance
Iowa HHS has developed new Community Based Organizations - Contract Guidance documents to support organizations contracting with the Iowa PCA for behavioral health services. Community Based Organizations (CBOs) is used broadly to recognize that not all organizations supporting the Behavioral Health Service System identify as traditional providers.
The guidance provides operational support for CBOs, defining roles, clarifying expectations, and aligning service delivery with the Iowa Behavioral Health Service System Statewide Plan to ensure consistency as the new system is implemented. Additional program-specific resources and templates will be made available to support implementation and operational needs.
Provider Form
The Iowa PCA is building a provider and partner network directory and working to ensure we have accurate information about providers interested in contracting to provide services to support Iowa's Behavioral Health Service System and continuum of services, including Prevention, Early Intervention, Treatment, Recovery, and Crisis services.
